The Project Controls Manager bears the primary responsibility for tracking and forecasting all assigned project costs and schedules and is responsible for ensuring that projects comply with contract terms and the applicable procedures with regards to authorizing documents and pay applications. The Project Controls Manager shall lead cost forecasting, schedule reviews and risks analysis sessions. The Project Controls Manager is responsible for contract management compliance with all applicable processes and monthly monitoring of all commercial activities and engagement with the project teams. The prime responsibility is to review, monitor, track and approve all commercially relevant aspects of the Program (i.e. budget compliance, planned and actual cash flow, and change orders).

Candidates should be seasoned in the role and possess experience in managing a team of cost engineers, schedulers, documents controls and cost estimators along with managing the day to day functions of these roles. The selected candidate should have proven project controls management experience in managing complex, multi-phase, multi-million-dollar construction and/or renovation projects utilizing alternate project delivery methods - Progressive Design-Build experience is highly preferred.  Experience in aviation projects is also highly desirable.

Responsibilities may include: 

  • Managing a team of cost engineers, schedulers, estimators and document controls.

  • Managing the cost, schedule, document controls, procurement and contract development to execution.

  • Monitoring project budgets, schedules and contracts for the multi-billion-dollar Capital Improvement Program at Los Angeles World Airports.

  • Reviewing and analyzing invoices, ensuring expenditures are accurately incurred against appropriate Schedule of Values accounts

  • Preparing job costing reports to allocate these expenditures against the appropriate WBS numbers. Ensuring that both commitments and expenditures follow the same allocation methodology.

  • Performing cost-to-complete analysis for all cost elements within a project taking into consideration staffing plans, contract commitments, and expenditures to date, change orders and trends.

  • Attending project meetings to provide Project Management with current financial information and trend log regarding potential impacts to project budget or forecast.

  • Providing progress reporting documents and briefing materials as required. Developing creative reporting tools to communicate complex project sequencing and/or progress assessments.

  • Reviewing task orders for contractors, sub-consultants, and interdepartmental orders to ensure necessary budget and/or contract capacity exists, and ensure these actual commitments are accurately entered/tracked into LAWA’s system of record

  • Analyzing bid award values against current budget and schedule; and preparing reconciliations to include in the current forecast at completion.

  • Analyzing change order values against current contingency budget and preparing reconciliations to include in the current forecast at completion.

  • Analyzing schedule updates, deviations and opportunities throughout the project.

  • Ensuring complete and organized project documentation throughout the life of the project, utilizing Project Management Information System(s) and other methods.

  • Updating contract commitments, reconciling and analyzing actual expenditures, performing budget transfers, monitoring trend status and maintaining continuity of WBS structure

  • Coordinating and performing Project closeout.

General Requirements/Qualifications

  • 15 years or more of cost engineering experience directly related to construction projects, preferably aviation projects

  • Bachelor’s or Master’s degree in Engineering, Construction Management, or other related technical field required

  • Desired certifications may include PMP, PE, and/or any other relevant Professional Licensure or Certification.

  • Experience managing a team of cost engineers, schedulers, estimators and document controls.

  • Demonstrated experience managing and reporting the cost components of large-scale, complex projects; including developing and managing a progress reporting methodology

  • Progressive Design-Build and Construction Management at Risk delivery methods is desirable.

  • Demonstrated ability to understand technical and complicated construction programs and the ability to communicate progress to both technical- and management-level personnel.

  • Ability to work with others, a self-starter with results-driven focus.

  • Proven accuracy, reliability and completeness in job accomplishment

  • Demonstrated proficiency with a large-scale cost reporting system is required; experience with Prolog is highly desirable.

  • Proficient in Microsoft Office Suite and Bluebeam

Salary

Varies (Based on experience) Salary Range – $150,000 to $200,000/year
